Westview neighbors have been fighting for years to have speed humps installed and slow down speeding through-traffic. East Ontario Avenue residents initially attempted to collect signatures in 2003; South Gordon Street neighbors have made several attempts over the last few years to collect enough signatures to receive speed humps. The largest challenge has been to reach enough property owners to collect the signatures. 75% of property owners are required to approve the proposal to move forward. As Westview was hit hard with mortgage fraud in the early and mid 2000s, followed by the recession and foreclosures in mid to late 2000s, the number of abandoned vacant properties and absentee owners proved to be a major hurdle to reach the required signatures within the allotted 30-day time frame.
After the third attempt East Ontario Avenue neighbors managed to collect the necessary signatures in 2015 thanks, in part, to the fact that the street is short, and over the years enough of the vacant houses were filled with owner occupants and accessible landlords; however, the next hurdle was finding funding for the project.
In early 2016 the fate of Westview’s dead end speed humps would take a turn due to a heart wrenching accident where a car involved in a police chase hit a and killed a grandmother and her two grandchildren at the intersection of Rogers Avenue and South Gordon Street. Neighbors were in uproar at the February Westview Community Organization meeting and demanded action – and politicians listened. Thanks to Councilmembers C. T. Martin and Caesar Mitchell speed tables would be installed on East Ontario Avenue, South Gordon Street, Westwood Avenue, and Rogers Avenue.
Residents received notice in June that the project would be implemented in July. Indeed, in July crews and equipment arrived and have implemented a majority of the marked speed tables. Neighbors have already noted the success of slower traffic thanks to the speed tables.
National Night Out is an annual event taking place the first Tuesday in August throughout the United States. The Westview Community Organization held this year’s National Night Out in the southern part of Westview on a strip of land that will hopefully be turned into an official park in the future. The youth played a basketball tournament and police, firefighters, politicians, and neighbors chatted for this evening of public safety.

Councilmember’s Cleta Winslow and CT Martin have introduced two zoning ordinances impacting the Westview neighborhood.
Ordinance Z-12-16 focuses on an area at the intersection of Cascade Avenue and Beecher Street in the southeastern corner of Westview, as well as adjacent neighborhoods. The ordinance reads: “An Ordinance to rezone certain properties within the Cascade Avenue corridor in NPU-S and NPU-T from C-1 (Community Business) and C-1-C (Community Business-Conditional) districts to the NC-14 Cascade Avenue-Beecher Street Neighborhood Commercial District, and for other purposes.”
In 2000 the City of Atlanta introduced the new “Neighborhood Commercial (NC)” zoning in an effort to steer zoning regulations away from automobile-focused development to a more balanced and inclusive building solution that would welcome pedestrian traffic. The goal of the NC zoning is to provide a friendly and inviting commercial atmosphere that focuses on and is supported by the surrounding residential neighborhoods.
Ordinance Z-12-17 focuses on an area at the intersection of Cascade Avenue and Ralph David Abernathy Boulevard on the eastern edge of Westview, as well as adjacent neighborhoods. The ordinance reads: “An Ordinance to rezone certain properties within the Cascade corridor in NPU-T from the R-4 (Single-Family Residential), C-1 (Community Business), and the C-1-C (Community Business-Conditional) districts to the MRC-1-C (Mixed Residential Commercial-Conditional) and MRC-2-C (Mixed residential Commercial-Conditional) districts, and for other purposes.”
The Mixed Residential-Commercial (MRC) zoning was equally instated to steer away from automobile only driven development. MRC zoning encourages development that provides commercial use for street-level traffic in conjunction with higher density residential use such as condominiums or apartments above the commercial space. Its additional purpose is to focus buildings back towards the street for pedestrian traffic, while hiding automobile parking in the rear and eliminating giant parking lots with big building setbacks.
The introduction of the legislations to turn the Cascade-Beecher area into a neighborhood commercial district and the Cascade-Ralph David Abernathy area into a mixed residential-commercial district is intended to build a framework that will support the City of Atlanta’s new vision of all-encompassing community development.
A public information session took place on Wednesday, July 25th, 2012. The ordinances are scheduled to appear on the agenda of NPU-T for a vote at the Wednesday, August 8th, 2012 meeting. If residents deem changes necessary they are encouraged to defer the vote and supply requested changes for a vote at the September NPU-T meeting.

Neighbors came together on Saturday, April 30th to clean up the community. The clean-up was additionally scheduled prior to the following weekend’s Westview Open House.

Sidewalk and roadway improvements continue in Westview. The project was initiated by the Westview Development Committee and has been funded through the Quality of Life bond thanks to the help of Councilmember CT Martin.
East Ontario’s sidewalks are nearly complete and work has begun on West Ontario. West Ontario will have a widened sidewalk on the western side of the street, which will preserve the large old trees and assist in traffic calming. Additionally East Ontario and some parts of Ontario and Willard have been repaved.
